Add documentation about database creation to INSTALL.md

INSTALL.md does not cover the database part of the installation :

• creation of the database for local and test
• creation of the .env file with alle the relevant variable needed by the project
• creation of the users for local and test
• creation of the schema for local
• filling of the local database with a copy of the prod database
